Background

The Compensation Task Force (CTF) was first established in August 2011 to support the RSPO to develop a clear, formal, and transparent procedure to remediate and compensate for land clearance without prior High Conservation Value (HCV) assessment since November 2005. The CTF was formed under the Biodiversity and High Conservation Value working group (BHCV WG). 

On 6 March 2014, the RSPO Board of Governors (BoG) accepted the recommendations of the CTF to commence a phased implementation of the Remediation and Compensation Procedure Related to Land Clearance Without Prior HCV Assessment.

By August 2015, the CTF had further revised the draft of the procedure and completed supporting documents such as guidance for land use change, criteria for conservation projects and social HCVs, and various reporting templates that were used in the first stage of the RaCP implementation.  

In November 2015, the final guidance of the RSPO Remediation and Compensation Procedure (RaCP) and its documents were endorsed by the RSPO BoG.

Use of the RaCP is primarily intended to encourage the preservation of biodiversity, environmental, and socio-cultural HCVs, and to safeguard and maintain necessary areas within the context of oil palm expansion. The procedure also supports compliance with RSPO standards as defined in its Principles and Criteria (P&C). 

Compensation Task Force 2 (CTF 2)

In accordance with the RSPO P&C 2018, Criterion 7.12, all new land clearing after November 2018 must be preceded by an integrated High Conservation Value-High Carbon Stock Analysis (HCV-HCSA) assessment.  

The CTF 2 was formed in 2019 and convened its first meeting on 12 September 2019 to support the mission of the BHCV WG and facilitate the process of the development of a revised RaCP guidance document to align with the RSPO P&C 2018 requirements for land clearance without HCV-HCS assessment. This will include reviewing the effectiveness of the current RaCP procedure and updating the existing procedures as necessary.  

The CTF 2 would work towards developing a revised guidance document to be submitted to the RSPO BoG for approval by November 2020.

All BHCV WG members are part of the CTF 2. Relevant institutions or experts may be invited to participate as technical experts.
